2500 for port work
1000 for valves,springs,retainers
1500 for shaft rockers
7,300 dollars for a max effort with no TIT valves.
That's spendy but that is what it takes.Most would NOT even consider that much in a set of heads and wonder why they ONLY make 400RWHP--Duuuuuuh.

There are plenty of people that could guide you through the computer tuning issues. It's not hard at all, other people have already done most of the work, all you have to do is press a few buttons.
There are reasons not to go LT1, if you're looking for very large amount of power, for instance, or you're looking for a particular setup and don't care how much it costs. Ditching the LT1 just because you're unfamiliar with it seems like the hard way, to me. Fuel injection is quite simple and reliable, and the computer is just the box in the corner you forget about until you change something, in which you tell somebody what you've got and they do the programming work (more high end stuff will require dyno tuning, same as a carb). Don't let a box with a circuit board and some wires scare you away.
Anyway, if you give a clearer idea of your intentions and goals, you'd probably get a better answer as to what to do. Right now I'm not sure if you're looking for a fast daily driver or a once a month drag car.
