Oil leak from valve cover bolts

Oil leak from valve cover bolts
Oil is leaking out from around the valve cover bolts, and last time I had them off I had water in them and it looked like it was leaking out from the bolt tubes, and then leaking out from under the bolts. Is this common, or is something not right.
