OBD2 not connecting to scanner

What are some reasons why my OBD2 scanner wont connect to my PCM in my 97 LT1 Trans am. I tested the scanner and it connected to another car. The scanner type is CanOBD2 3130. It is suppose to auto connect when plugged in, but it just sits there doing nothing. When I turn the ignition switch on then it will come on and say to hit the button to connect. as soon as i do it shuts off. This is because the off button is the same as the connect button. The scanner is getting power from the car but yet is not knowing its connected. also, I can hear the fuel pump pumping the entire time the scanner is connected. It will eventually shut off though.

I read somewhere that there are different programs used in later year OBDII systems. Could be your scanner can't read the PCM's programming.

I had a scanner that would read my 96 LT1 VETTE which is OBDII , but wouldn't read my nephew's 2002 Silverado, which is also OBDII.
