No low end power

I have a 95 Z28 that I bought a couple of months ago. I seems to be really short on low end power. If I am cruising at 1500 to 1800 RPM and floor it the motor seems to hesitate then slowly gain RPM. If I slowly ease into the throttle, it picks up pretty fast. I just SeaFoamed my engine and that didn't seem to make any difference. Were does the LT1 make most of its power? This is a totally stock Z28 M6 car.

Wouldn't hurt to check the EGR either.

Could be heat as well, my car feels like a dog in the summer, but once the cooler weather comes around it feels much stronger.

I have noticed my 95 doing the same thing. What would you have tuned up?
I recently replaced the plugs, EGR, O2's.
