need a little help here

i have a 95z and i know for a fact the cats messed up going to get it removed anyway,but my car wont accelerate over like 40 miles per hour could the cat give my car that much power loss???

If it is badly clogged, probably so.

Yes it could cause this, I 've had cars towed to my work that wouldn't start due to a clogged catalytic converter. They keep driving it till it was completly melted/clogged inside.
