My turn signals work intermittently...
I took my '95 Camaro out of storage the other day and now I noticed that both of my turn signals work only sometimes...
The bulbs seem to be fine but sometimes when I turn them on (both sides do this) the dash light will remain lit and not flicker as usual. The outside lights do this as well. Is there a relay going bad? Any help is much appreciated!! Thanks!

It sounds like a flasher gone bad to me. If your turn signal lights in front and back are coming on then it has to be either a flasher or a grounding problem. The flasher uses heat caused by an closed circuit to your lights to distort a spring steel strap to Intermittently open and close the circuit to your turn indicator lights. If you have a bulb out it probably won't work or will work slow. If your bulbs light up (front and rear) then replace the flasher.
Most of the time, it isn't even the flasher. Go outside and make sure none of the lights are out. On my car, my DRL lights would frequently go out and come back on by themselves. The car kept thinking the bulb went out, so the flasher would stay lit up instead of blinking, and when the light came back on, the flasher would work again. In my case, it was one of my light modules gone bad. That is probably your problem too, if the lights go out, and come back on by themselves.
I did not have this exact same thing but very similar. When I put my turn signal on, the dash would light--but no clicky-clicky. I replaced the bulb and my clicky-clicky came back.
You may want to replace the bulb even if you think it's good--start with the little stuff.
