Is this LT4 worth the money?

not in my opinion.
You could buy an lt1 for 2500 (max) with those miles...brand new lt4 heads/intake for 1600 and that equals = 4100. Only other thing it has is slightly bigger than stock cam, composite valve covers (150) and 4 bolt mains.
