LT1 pacesetter headers?

I was looking at these headers, the flanges are 1 5/8 on them but look at what they did on the welding. Why didn't they weld these on the outside? Can they be re-welded on the outside and have the insides grind down? So much weld there I might as well put back the stock exhaust manifolds!

The weld bead is an anti-reversion baffle. Minimizes exhaust flow back into the head at low rpm. 1-5/8" headers plus the anti-reversion bead will kill a stock LT1, based on my experience with JBA 1-5/8" step headers.

Can I grind it down and be safe? I got ported heads.
