low speed fan problem

i have a 94z28 with twin cooling fans...i did the fan mod and the low speed fan isn't working and i'm not positive it was working before i did the mod...i swapped relays around and checked fuses so now i'm wondering if there is a way to check the fan itself???can i tie into the wires right by where it plugs into the fan and run the positive straight to the battery and ground it to see if it works before i have to replace it???any help would be appreciated...

12 volts and ground straight to the fan works every time. Unless the fan is optifriggen.
