When my car was stock, I saw 17-18 mpg around town and 24.5 on a 300 mile trip (which included burying the speedo at 155++).

Here's what I'd do (which doesn't necessarily make it right )

1. Full tune up (plugs, wires, air filter, etc)
2. Clean MAF with contact cleaner.
3. Change to fresh O2 sensors.
4. Keep my foot from mashing the gas at every stoplight. This change alone might give you the most MPG improvement!

Good luck!

That is so true Josh staying off the gas pedal would be the big 1. I dont know anybody who drives his or her Camaro without mashing the pedal at some point during their ride.

Mass Airflow sensor. Its between your air box and throttlebody. Housed in an aluminum body. Take the sensor off the car and spray down the wires that protrude into the airstream with electrical contact cleaner. This will remove road grime that made it past the air filter, making it more accurate and faster reacting.
