longblock valve adjustments

I am having a mild/stock 355 built at the local machine shop and at the risk of sounding stupid -can the machinist adjust the valves or do they have to be adjusted after install in car?-the reason for the queston is the guy installing the engine is a "B" level tech and a great parts replacer but not the guy i want adjusting the valves on my new engine.we will be using a 2 post,above ground lift with air tools and lots of stuff taken off this site ,but i only want to drop engine out bottom,R&R longblock,and have it run as good as stock-any advice on making the swap smooth is great-thanks

Yes, they can ajust them while putting together the engine.
