Yes my car has all the typical bolt on's and some minor weight reduction.
It did run 11.4 with stock manifolds,with headers,1.6 rockers it went 11.25@119 1.51 60'.
That was all on a stock torque arm,although it is bent and has a lil' twist to it now.

I dunno about under 400RWHP cars not needing suspension though, especially if you count tires in that catagory. I dunno about you guys but I can roast the tires at any speed in 1st, and get really sideways going to 2nd...and my cars pretty much stock. Add some bolt ons or a 150 shot and I'll be going sideways in 3rd and barking 4th 
I'd like to see what a stock car with no or very few power mods could do with a 12 bolt, slicks, good gearing and a matched stall...I'm willing to bet they could pull mid 13's easy, maybe more.

You should see my buddy's car.
97 WS6 convertible.
He has a bone stock suspension.
The only mods he has are: Vigilante 2800 stall converter, K&N airfilter, and BFG DRs.
He runs 13.1@104mph.
Alot to be said for BFG DRs.
Can you imagine how fast he will be after Hooker Headers and true duals?

The way I see it is 350 rwhp and under don't worry about suspension. The best susp. mod u can do is ET streets, drags or drag radials whichever u prefer but ET drags being the most helpful. Over 350rwhp some suspension pieces will help u but u don't have to go out and buy every piece BMR offers to be able to hook either. Frank 95z ran 1.4 60's 11.40's@115mph on mostly stock suspension. I ran 1.60 60' on totally stock susp. with a 125 shot. It is the combination and it differs for different power levels and weight of the car. My .02

No Front swaybar,QA1 shocks springs in the front. Stock Torque arm and mount (the arm is bent and twisted now).
Stock rear shocks,springs,swaybar. Spohn adjustable LCA's,LCA Reloc. Brackets,SPohn adj panhard.
Mac SFC's and a custom 8 pt Rollbar.
Rear is a moser 9" with a spool and 3.70 gears.
Tires were Hoosier QTP 27x11.5x15

i'm going to start with the 9'' and slicks, then add front shocks, then LCA then skinnies
