If I go with non emmissions headers
Eliminate the smog pump and all associated lines, and block off the port in the back of the intake where the flexible air tube came in from the passenger side. EGR blockoff plates are available from UMI, Street & Performance, and others, or you can easily make your own out of steel or aluminum plate.
It wouldn't hurt, but I have removed it on every 4th gen I have ever had (94, 95, 97) and never got a code; in my experience, it only coded when it failed, not when it was removed. I would have the EGR functions programmed out though, at least if you are removing the EGR solenoid as well (it can be handled with a resistor in the wiring plug, but if youre having it programmed might as well program it out). I have never gotten a code from just removing the EGR itself.
With your car being a 95, you may not need tuning at all. As long as you keep a functional electrical circuit with an intact fuse for the AIR pump, you shouldn't trigger an SES light. As for the EGR, it is a hit or miss. Some people get an SES light, some don't.
