easiest way to pass CA emissions and make 400 rwhp is probably with an LS1.. sorry to say. You can get a complete setup with wiring and accessories for around 2K, add a new k-member.. add some heads/cam and you have 400rwhp and can pass smog no problem.. probably around 5K-6K total. You could probably make 500-700 selling your old lt1 setup too. You also will probably have fewer headaches as you would be dealing with a stock shortblock.. just my 2 cents. If I didn't have a free 355 motor waiting to be put in my car I would have just dropped and LS1 in it and had a way easier time with emissions.

No TBI that I know of came in 91 or later cars (actually maybe some caprices? i dunno).. but you can't swap a truck motor into a car in CA.

Would it be harder for a 383 to pass emissions because of the incereased displacment? More displacement, more fuel, etc? If that were the case then wouldn't a beefed up LS1 require the same amount of fuel to produce similar amounts of power?
I would assume one could make a clean running, efficient big block that would put out the same amount of smog as an unmaintained 350?
Would I be better off just buying a crate engine that's guaranteed to pass smog? I'm looking to spend between $3k-$4k and I have yet to see a smog legal crate engine producing 400hp in that price range. Maybe I'm not looking in the right places...

some guy had a thread a while back on how to beat a smog test by injecting fresh air into the y-pipe or something like that. made sence to me. i dont remember exactly but you could find it on a search.
i dont know the cali emmisions, but if you can get it tuned good you should be able to get it passed. i would look into the lsa on the cams, i think that would be the biggest factor becouse the low lsa is what gives you the "cammed sound" which is actually the car running bad do to low vacume ect...
so if you tune it to run the correct fuel ratio, or you could get tuner cat and have a tune for inspection, then a tune for power. although i dont see why it cant pass under "normal" conditions, while under heavy throttle the computer could forget emmisioins and run like it should.
i say build you a good 383 and spend the time and/or money to have the tunning perfect. then if it doesnt pass do the compressed air in the pipe, or get a freind that does the testing
