A.I.R. Pump Bleed Valve not connected....why?

I was just wondering why is the A.I.R. Pump Bleed Valve on my 1997 Trans Am not connected? A picture can be seen HERE. It can be seen in the top center and top right sections. On mine, there is a cover over the male end of the plug and it's just hanging there. I was just wondering why if anyone knew. Thanks!

It looks like it came that way from the factory, it has a fitted black cap that covers the male end.

Should I just plug it in and see what happens? I've been wary of doing that, seeings as it looks like it's been like that from the factory. I just have no clue why it would be unplugged......
