I only need a 400 balancer and my stock flexplate for 383 balance right?
I just bought a Eagle 383 stroker crank for my Z28. If i understand correctly i need to get a balancer froma 400 small block and take my flex plate with the crank to the maching shop to have it balanced right?

NO
You have to have rods, pistons, one set of rings, wrist pins, one set of locks if you have floating wrist pins and one set of rod bearings.
You don't need any special balancer. Your original will do and the flexplate should be new. Teeth get worn quick don't reuse it, aint worth it.
Ask the shop, if they know what they're doing they'll tell you.

Is the assembly intended to be internally balanced? If it is, you don't want to use your original (or oem replacement) flexplate. LT1s did not use the harmonic dampner to help balance the crank assembly. It did not have any counterweights on it, as the 400 dampner did.
