Hypertech and Speed limiters

I can't remember from my 94 but can the Hypertech PP3 be used to remove the limiter only, without installing anyhting else?

Im sure it could since you are in control of the tuning. Personally, I wouldnt waste $330 on a HPP3 especially just to take off the top end limiter.
