Hydraulic lifter problem???

In trying to diagnose a high rpm power loss I am wondering if the lifters are going bad. I need to know if this is normal. When the motor is cold and the lifters aren't pumped up, should you be able to rotate the rocker are back far enough to swing it completely off the valve? I am able to do this pretty easily when the motor is cold. How much tension are the springs in the lifter supposed to have? Is this normal? Thanks for any replies/help you guys can give.

that doesn't sound right. Should be tight on the rocker arms, even cold.

The valvesprings are new. I've been trying to find the solution for this problem for a few months. I've changed springs, added an inline fuel pump, changed injectors and gotten programming done for them.

If you can spin the rocker right off the valve, then it is time for a valve adjustment!! that is set WAY too loose and you might end up breaking things. when setting them you tighten the nust down up until you can not spin the pushrod side to side not up and down and the best bet is a quarter turn after that, you should be right on the money and if you push higher rpms that will work, if no pushing high rpms, then a half to a full turn will give you more torque low just like solid lifters
