HVAC Vacuum Check Vavle

Working on the car today I noticed that this vavle (over by the PCM - three tubes connect to it?) Not sure if I'm talking about the right thing, but I noticed that mine is all torn up and the tube going to the intake was not connected due to it being torn up. Would this cause the car to run poorly at all?

Also decided to take a look at a few plugs. Seems like I'm running a little toooo rich. The plugs are soaked in fuel, guess my mailorder tune isn't all that great or something is wrong somewhere. The plug on the right was in for about 5 months after my header install and the one on the left has been in since I finished my heads/cam project (car probably hasn't ran 2 hours total with that plug).

That valve controls a/c heater doors...... I had mine off for a day... A/C runs through the defroster.... made no difference to engine, maybe idle was off....
