Help With Fans Please

I bought my 95 z lt1 a little while ago . The fans were hooked directly to the battery . so i went yesterday and got all 3 relays new ..If i put the ac on . the fans come on no problem. when the car sits and idles without the ac i cant get the fans to come on .. I thought maybe it was the temperature sensor so i replaced that and nothing. got my haynes manual out. relay 1 and 2 seems to have power on the wrong terminals for the relays. could it be a bad computer or maybe someone programmed it wrong? Any help would be very appreciated. thank you .

You don't say what temp you are waiting for to say "the fans don't come on". 226° is the factory ON programming for low speed. More fan and cooling system info here.

The dash gauge may not be completely accurate. Monitoring with a scanner is a better way to tell the temp the computer sees.
