help! 94 Z28 cutting out at 4500 rpm

A buddy of mine just bought a used 94 Z28 with 120k miles on it. the problem he is having is when he floors the car it runs through the RPMs ok till it gets to 4500/5000 rpm where it starts to cut out, it kinda acts like a rev limiter at 4500 rpm...kindda like the fuel is giving out at 4500 rpm, or the throttle position sensor wont let it get to WOT.....but if you feather the car and ease it to the floor it will rev fine and not cut out at all...what a dilemma....any of you guys ever experienced this?.....the car has a new optispark, coil, and wires and plugs....so we kinda ruled out ignition, but we've been wrong before HELP!!!
