Hypothetically
what would the car do if the ground on the block by the starter was slightly burned?

As long as the metal strands in the wire are intact, it doesn't matter on a ground that the wires are exposed, its bolted down to the body anyway.
Make sure the ground on the battery cable is properly grounded to the chasis/engine as well.
