Can someone tell me if I am correct in thinking that the round black cap is where the governor is located? And I just pop that cap off to replace the governor, correct?

That should be the governor cover. I don't know anything about working on them.

Mine went bad awhile ago, and I don't feel like getting screwed big $$$ to have it replaced again (I think its bad again) so I'm gonna try to replace it myself with the help of a mechanic friend. It's only a 25 dollar part

 

I don't think there is much to it.

 

That is it. It is very simple. I had to fix mine a couple of times on my truck when I was having my good transmission built. But just pop the cover off and slide it out...slide new one in. It's threaded kind of like a distributor on the end.
