Hey why dont you try diagnosing this from the horn relay. The relay is in a kind of hard to reach place under the dash. Its located behind the fuse box, but has to be acessed by taking off that bottom panel under the stearing wheel. Pull the relay and take a couple paper clips and jump the power in to the load and the horn should work. If it doesnt you have a bad horn, if it does you have a bad switch. Theres only 4 conections where the relay plugs in. 2 power in's, one's to the switch and the other is to the load(horn). hope this helps.

First check the horn fuse. If not Pull the airbag off to ensure that the horns are connected properly. Much easier to diagnose there first, your horn is located behind your front fascia a pain in the *** to get to. IF you pull the bag out...(only way to diagnose the horn connection) disconnect battery..let car sit for 10 minutes afterwards....pull out Airbag Fuse. then remove the air bag fasteners... Behind the Air bag your sterring wheel has 2 clear buttons on the each side. Both a Positive and Negative wire connected to them. One side is a hot connection the other is a ground with a lead red wire connected to it..if I recall. The connection to the Horn "slot" is a Hot connection. 2 red wires connectiong into a spring. Inspect the steering wheel and make sure that every thing is grounded properly and that the spring is touching the horn interface...you'll see what I'm talking about if you decide to pull the bag...I put an aftermarket wheel on my car a while and had to chop parts off the old setup.
