I have a 96 Fleetwood with the cast head LT1, I just put a new crank in the motor, after I got it running , I noticed the engine seemed like it didnt have enough power, I looked underneath the car thinking maybe the cat. was plugged, but on the out end of the right side cat, it was glowing red, I thought if it were plugged it would glow before the cat. I didnt have this problem before the engine rebuild.
Make sure your valves are adjusted properly. Too tight and the headers will glow. In this case if the valves are too tight you can be over-scavenging. Also, be sure your intake isn't restricted.

Raw (unburned) fuel is burning "late" or in the pipe (header/manifold). You may have a good equilibrium of flow going here but there is just one problem. Much of what should be inducted into the cylinder is being scavenged out the exhaust! You see, although back pressure in an exhaust system can be restrictive, the only thing that could be even worse is a reduction of it to the point where you are now, in effect pulling a vacuum. In the case of an intake restriction, very slight back pressure is preferable to avoid "over scavenging".
