97 SLP Company Car

I posted a few days ago on this and since then I cleaned and scrapped every ground connection there is on the car,what I had was a half a second of no headlights at night with the switch in the OFF position. Well now what I got is no headlights at all but all running lights and fog lights work. Thing is if I put the switch to the ON position the lights all work perfect.

My manual is showing a ambient light sensor, where is this located? And does this sound like a circiut breaker or bad headlight switch? I know this is all tied into the drl module but why fogs work and not headlights but then headlights work fine if switch is turned to on position is :confused . Any answers are app.
