Ok, when I unplug the MAF and start the car in speed density mode, the fans turn on and keep the car nice and cool.
When i plug the MAF back in and run the car, the temp will reach the point it held steady at before, but the fans wont turn on.
So I dont think I have a problem with the fan wiring or relays, it must be a PCM problem or temp senro problem, right?

Well I'm not exactly sure what my temps are going up to.
When I plug in my laptop and use Datamaster to scan the car, the scan is terminated every time the coolent reaches 200. I'm pretty sure my coolent is going over 226, since the temp gage moves a lot more after the computer stops scanning. Usually I turn the car off when the temp guage reaches the half way mark.
When i first got the car, the temp guage always stayed at the 200 mark.
The pcm has been reprogramed a few times, the current program is a stock program, but not my original stock program, its a program another board member gave me.

I would be curious why the Datamaster terminates at 200°. Is it losing communication? Could be related to why the fans don't come on. You need to be able to monitor it longer if you are ever going to find out what is going on.
When you turn the key off, it does not mean diddly what the gauge goes to. It's when it's on that really matters.
