my e-brake won't go up. it only lifts about a quarter inch to engage the light on the dash and won't go any furthur. it was working fine earlier in the day and now it won't do anything.

 

Look underneath the car and see if anything is interferring with the e-brake cables. Does the release button work properly? I'm assuming the the brake pedal feels normal. You may also need to lift the center console and see if something is interferring with the ratcheting system.
