Dual Fan tech question

I've searched/read 90% of the threads concerning the fans and fan mods and cannot find my specific question. First off I need to know when the system (stock mode, no fan mods) kicks on to high speed due to high temp if BOTH (key word BOTH) fans kick into high speed? Or does the passenger side only kick into high speed and the driver side stay in low speed. On mine (back to stock now) when the car gets hot enough the pass side kicks into high and the driver slide barely turns (way slower than LOW speed should be) in fact I can grab it with my hand and stop it. Is my driver side fan bad? All 3 relays work (97 Z28), fuses are good and wiring is stock. I've called a couple GM Service depts and their answers were less than adequate. I don't mind buying a $70.00 GM motor if needed, but don't want to waste money if it's not the problem. Car is running hotter than it used to when I first done the fan mod switch which kept the car running about 175 degrees max even on a hot day with the stock radiator, etc.

Thanks in advance.

You must have missed this thread from today.

Could be a bad fan or poor voltage getting to the fan.
