Do cutouts silence exhaust when closed?

I heard from a few sources that cutouts actually quiet exhaust more than before when they are closed. I have a corsa exhaust and i am thinking about getting one. I was just wondering if its true. I think im gonna get a flowtech. I was wondering if it would hurt performance at all when closed than normal because some of the exhaust will linger in the slot.

Reason i am asking is that i plan to get the cutout and get it installed. If i like it, ill get electronics, if not, ill just leave it closed and only open it when i want to. If anyones got a flowtech for sale, pm me.

Should sound just like your catback. I imagine with bypassing the muffler, the perception of the catback being quieter is to blame.

I've got mine closed for winter and my muffler sounds normal.... I've never had a problem with the cut out closed, still sounds like it should.
