disabling EGR w/o removing tubing?
1) Disconnect vacuum line from intake going back to EGR (disconnect at intake).
2) There should be a little rubber "cap" on the front side of the driver side wheel well in the engine compartment. Take this off (will expose point of screw) and use it to cap the open port on the intake. There... EGR disabled

I asked this same question if you could just unplug the line and cap off the port and didn't get a response.Do you think this does the same thing as actually blocking off the flow and does doing the line like this trip the code on 96 cars..??

I seem to have a problem with it bogging sometimes when off idle and heard the egr can cause that so was thinking if doing this even temporary solves the problem then could get computer programmed to not have the light or get a new egr valve.
I think there is a tsb for defective egr anyone know if it applied to the 96 cars and if there is a new part number that fixed the problem.

your egr is probably bad, or partially stuck open. I'm a gm tech and we have problems like this on alot of the 4.3L vortec motors in say the jimmy/blazer, astro, and s10's. They will stick partially open and not close fully. From what i understand the EGR lets gasses recirculate under hard throttle. correct me if i'm wrong. But yea just plug the tubing, and unplug the egr.
I believe it only allows the gases to recirculate under part throttle/cruise.
Also, if you remove the valve/hose, it tends to make the gasket on the back of the intake last longer.
Yep, the MacGyver Fbody How-to Guide includes such helpful tasks as...
Using an ink pin to make a return spring
Making your own cold air kit from a supercharger intake
And more...

Hmm... My new "get rich quick" scheme?
