Cut Out's
Will these give you more power on a stock exhuast then headers runing into a y pipe and muffler?

Are you asking if a cutout is better then headers?
If so, no, headers will make more power. Now will a cutout make more hp then the same setup without it, in most cases yes.
For example:
If you have a completly stock exhaust, you will make more power adding just a cutout.
If you have just a aftermarket muffler, you will probably make more power with just a cutout.
If you have headers and mufflers, you will probably make more power with adding a cutout.
But if you are choosing between headers (esp. long tubes) and a cutout, the headers will be the bigger gain.

I have a DMH 3" E cutout and I cant speak for power, but I ran it closed for a tank of gas and noticed a significant drop in mileage (about 35 miles per tankful). So I run it open most of the time. (plus it sounds faster)
