Coolant cross over tube question

Well, I got my heads on and everything else, and was filling up with coolant (just water for now) and I hear it pooring out somewhere. I figured out it was the one side of that stupid coolant crossover pipe on the back of the heads (passenger side leaking where bolt goes in, driver side is fine).

It was a real pita to put pass side on, and it went on pretty tight from the start (not real tight like the bolt was going in crooked, but tight) and I was wondering how tight that thing needs to be bolted on. Also, the order I have put it on was bolt head then a washer with a rubber flange piece sticking out, then the metal circle (part of pipe) the another flat washer with rubber center. It has been so long since I took it off, could someone confirm that is the order? Also, does everyone recommend replacing those washers?

Thanks in advance, I have to get some sleep, so I will check in morning.

BTW I was tapping the wrench gently with a hammer to get it tight, but it could still turn somemore. Maybe I just don't have it tightened enough, but I don't want to strip it since it is aluminum.

The torque spec is 30 foot pounds
The sandwich order is bolt head, sealing washer, pipe, sealing washer head.

The washers are 5.XX each
