car dont run

car dont run
there is no check engine light on it pulls no codes the onlything that is different is that the scanmaster reads 148 on the lbl and rbl (block learn). what could cause this?
things i have tried
new coil pack
new fuel pump
new optiaspark
new plug wires
new fuel filter
new spark plugs
things tested
fuel pressure
fuel injectors click when power is put to them
it does run on starter fluid.
when it first started messing up it wouldnot rev past 4000 rpm and kinga sound like it had a miss and would sound like it was backfireing
please help
