Can I test the EGR with the car off??

Can I test the EGR with the car off??

I get a light surging at low throttle low rpm in 1'st through 3'rd... I am starting to think that it may be the EGR. Should I clean it? If not how much is it to replace and who sells replacements? How do I clean it? Can I test it with the car off by pushing in or out or do I need to see if it holds vacumn? I heard you could plug the line and run it but I'd rather not...

You can spray carb cleaner in there to clean it. You can get replacements from gmpartsdirect.com or from some discount dealers. Someone else on this board may have the phone numbers for them. Pushing it in or out with the car off isnt very reliable but ive also heard doing it with the car on doesnt always tell you for sure if its good or bad.
