build a 383 yourself, is it possible?
how much will it cost me to do a budget 383 that will pass emission, but producing at least 400RWHP?? and is it possible to do this your self?? thanks

You would have to be able to bore the block yourself, clearance the block for the crank, hot tanking (if needed), decking (if needed), balancing, etc.....
If you have to ask about doing it yourself, IMO, the answer is no.
But as far as costs go, look around, do a search on here to see who has gone where and with what results.

back to the original question:
you can do everything yourself if you know how aside from the machine work.
Spring compressor, Ring compressor, feeler guage, plastiguage and most of the tools you'll need to do it yourslef.
building a motor is one of those things-
get taught once and you'll feel confident doing it forever.
i wouldn't build it myself for the first time though
