Broken Bolt in Leaky Fuel Rail
So I'm taking my IM off to get to my cylinder heads and one of the long skinny bolts holding the fuel rail hold down makes a loud "crack" and turns out it broke leaving about 3mm of it sticking out. Should I bring this to a machine shop to get it out or should I go ahead and take some vice grips to it? I'm worried about the internal threads needing to be retapped, is this possible? Would that best be left to a machine shop (never done it)?
Also the dark metal bar that connects the two fuel rails together towards the front of the IM seems to be a little "loose", like some fuel came out where it goes into the rail when I was prying it up. Does this seem ok? How tight a fit does that bar need to have into the fuel rail?
Last thing. What should I do to clean the IM, mine is hideous. Should I just take some degreaser to the outside or look at getting it professionally cleaned somehow? What options are there?

take it to a machine shop...the aluminum will fuse together...the best way to get it out is heat it up
I would just have the manifold hot tanked,
The crossover tube...if you have any question it may leak go ahead and get some o-rings and replace em
