go to your local auto parts store or a sears and you can buy a puller for $20-30 to remove it the easy way. You will n ot get it off by cutting it... well no time soon anyway. An you run a huge risk of damaging the crank snout.

A common mistake people make when using a puller is to butt the center rod of the puller against the hub itself.
The center rod must push against the crank snout. I use a smaller diameter allen head bolt that I slip into the center of the crank snout and then butt the puller rod against the head of the allen bolt.

If you can't work it off with the puller you can always use a hammer and tap on the back of a good flange until it slides the rest of the way off. Be gentle though.
