Is this a bad valve....need help diagnosing

Alright started out with a loose rocker, so i tightened it, ran good for about 20 mins then was loose again, so i bought a new rocker the pushrod looked fine, put the new one on and it did the same came loose so i took it off and when i looked at it realized oreilys gave me the wrong rocker the type for the old small block chevys so i got a new one along with pushrod just to be safe, now when adjusting it snapped the pushrod, did it twice so i took it apart and the lifter was bad, put everything back together adjusted and started the car pushrod snapped again, now when i look the valve spring on number 7 where i have had the problems sets lower than the rest of them, i can push the spring up and down it seems fine but still sets lower than the rest of the springs, does this mean i need to put a valve in or what, sorry this is so long thanks for the help

Sounds like a stuck valve - put a straightedge across the valve tips, if it is lower than the others you will be pulling the head.
