is it bad?
No its not really bad. Things like roller rockers and timing gears arent that bad to buy used. Heck, even my lt4 valve springs are used, i havent had any problems with them. I however wouldnt advise buying springs and pushrods, simply bc its hard to tell sometimes if they are bad or not. Hope, this helps.
I wouldn't buy a used timing chain, that's got bad idea written all over it.
Use a new one, it's well with the investment to know you do not have slack.
Same with pushrods and springs, it's just not worth it to save a few bucks.
Rockers should be ok if they have not been abused.
