B+ ?? cannot scan OBD II ses

Hey guys i've got a question, i've got a 96 z28 i'm helping somone with and going behind someone else's work. (ugh) basically helped install the engine and got the car running but i go to scan it and it won't for the ses. I've checked all the fueses on the interior and the block under the hood and all the fuses are good. nothing popped. Someone mentioned to me a B+ circuit might be the problem but i've never had to deal with that. Anyone know where that is in the system? I've looked at a few places online and may have to resort to buying gm manuals or something to track it down. I looked at shboxs' site and didn't see it or i missed it. I usually don't post questions cause i usually research here and a few other sites for info but for this i'm coming up blank! I've worked on lt1's for a while and have not stumbled across this problem before. Thanks for any info!

The only thing about power for scanning would be pin 16 of the DLC. It should have 12v on it and is powered by the lighter fuse.

I'll check that out. I was assuming it was the same power supply for the lighter. The fuse isin't blown but that could mean its not getting power also. Maybe a wire or something is cut or loose. Just have to go behind work and see what the deal is.

Bottom right pin. Check it with a meter.

Since it is powered by the lighter fuse, yes. Of course, you can't scan a car unless the ignition is on (doesn't have to be started).

If you have power at the pin, there is no problem there (with power).

I used a snap on scanner and it didn't work, don't know the model # and then ran it up to autozone and tried theirs and both said "error cannot read engine" or something to that effect. So i'm just wondering if its a wire or a ground somewhere that i'm not thinking of. It blows my mind to see power cause i can't think of what else would prevent a scanner from reading the engine. i may just have to buy a GM manual for the car and start chasing wires.

It does take more than just having power at the DLC to scan it.
