Angry arcing between the the boot and block WHY!!

guys i have had this problem for a while now. my car is skipping because of it. It is arcing between the plug wire boot and the block. Not long ago i hade to replace a head gasket and ever since then i have had this problem. i have replace the plug wires and put new plugs in the car when i replaced the head gasket. i can put tape around some of the boots and some of the plugs will not arc. Yet some still do. do you guys think maybe i have recieved a bad set of wires or what. this is driving me crazy.

Thanks for all the help!

I am open for any ideas. ANY!!!!!!!!!!!!

Usually arcing means a cracked plug (the crack may not even be visible) if you accidentally dropped it during install or hit it with a wrench, or a bad/burnt wire. What kind of wires did you use? Does it happen on all plugs?
