The same principle applies for a throttle body that is too big, as it does when valves are too big. You are increasing the VOLUME of air, but decreasing velocity. No sense in running big, ported heads without a cam to suck the air through and push more air out. Just like throwing a vette throttle body on a civic would make it slower, more air, moving slower.
