My headlights are popping up in the P(fog light position)all of a sudden.The lights themselves though still only come on in the lightbulb position. Also,the drivers side makes a loud "buzzz"for about 5 sec after I shut them off.Does this sound like a short?

 

The loud buzz is your motor gear, it's shot. Rotate it 180° or order a replacement (i think brent made some brass ones)

Seems like it's not fully returning and therefore your lights are behaving funny.

 

the gear could be bad in the driver side,but they are popping up with no problem,I just can't drive with just my foglights on.

 

Any other ideas on what this could be from?
