another no start thread

friend has a 95 t/a with a 383 le2 set up, full exhaust, mail order tune ported intake 58mm bbk tb, obd1

car wont start. he recently put new roller rockers on, said it ran fine for 100 miles, started it up one day ran for 40 seconds fine then ran rough and stalled and would not fire back up,
things we checked and confirmed, are fuses, fuel (has proper pressure at rail and plugs are now fouled from trying to start) spark from coil msd blaster (good arcing) spark from spark plug wire or plug (good but not as good from coil) i checked the opti from the instructions on shoeboxes website and i got the 1-4 volt pulses, got 11 volts going to the icm, fuel pump primes too, pulled valve cover off and rockers are moving so no broken timing chain,

car cranks but shows no sign of firing, only thing i can think of is that somehow he bent all the valves if he tightened the rockers too tight or they are not closing all the way,
i told him to do a compression test.
only other things i can think of is pcm or icm or maf, how would you know if the icm is bad tho? is there a way to test it?
we did not check for codes yet either

It sounds like you will know more after a compression test. I would go buy another ICM and try it to see if it works. If not, just bring it back.

You would really have to put a lot of preload on the rockers for them to bend the valves. What method did he use?

I'm wondering if it's just a loose or burnt wire, maybe a ground?
