Unhappy Ack! Smog!!!!

Can anyone tell me what i can do to make my smog pass? I dont think i have anything done to it that would make it impossible to pass smog, and the guy said i was on a hairline for passing. here are the numbers, tell me whats wrong and how i can fix it

HC (PPM)
25 Mph
Max: 48 Average: 13 Measured: 52

CO (%)
25 Mph
Max: 0.46 Average: 0.05 Measured: 0.50

NO (PPM)
15 Mph
Max: 689 Average: 150 Measured: 703
25 Mph
Max: 706 Average: 136 Measured: 687

All my components checked out good, everything from my fillpipe restrictor to my cats. I know my car needs a tune up, i pulled a plug wire off the opti a few days ago and its CRUSTY with electro buildup. I think i should replace my fuel filter... it looks stock lol but would little things like that, take a crap all over my smog certificate? HELP!

You know, out of all the stuff you guys talk about, i would figure someone would know whats wrong when a cars emissions are above average... after all... everyone here just about isnt able to pass smog, i have a free re test coming, so i dont want to have to go to my guy to have it smogged and pay more money for it... someone.... anyone? HELP!

First thing, I would go to a place that provided pre-tests, do that to see where your car stands without risking failing w/o being able to recorrect. Second, I was told to run my car nice and hot right before the test, I did that and it seemed to work for me.

Of those items to replace that you mentioned, why not go ahead and replace since they're relatively cheap and easy to fix. As far as those readings you posted, I don't really know how to break all that down

relatively cheap? you know the chevy dealers want over $800 just for the labor on changing my plugs? that dont even include the wires!!!! and no, im not dumb enough to pay that, i have a friend that will do everything including an oil change and fuel filter change.... along with a FULL tune up (plugs AND wires) for $100 lol but still, the work does cost that much, the only reason why its so expensive there is because its 1 hour per spark plug by the book, and they charge $105 and hour lol... so no, i wont be using their services lol but still, you really thing a tune up will cause me to fail emissions?

Well, I'd never take it to the dealer for a wire change and hardly anything else aside from buying parts. If you have the time, do it yourself, that was my whole thought process when stating it as a relatively cheap job. I think your friend's offer is a good one if you're looking for someone else to do the job and, yes, I do think a tune up and oil change will do you wonders
