You need an OBD-I scanner with a special cable. Your 1995 is not OBD-II.

P.S. Stop SHOUTING.

[edit] Oh yeah, you can also adapt a 12 pin OBD-I cable like this.

shoebox are you familiar with autoxray? if so, i purchased the entire autoxray kit with all of the cables but neither of the two GM cables would work on my car. The cable end would connect but it would not read my ecm. thanks for your help.

You need the blue cable as stated on their website and their OBD-I capable scanner.

Or adapt a 12 pin cable, like already shown.
