383 just installed and won't idle

Just installed 383 stroker and it will not idle. Engine is hard to turn over and you have to hold the throttle open to get it running - once engine is running it will only stay running if you have your foot on the gas - can hear a slight pop from the exhaust like a backfire but not consistent - no check engine light. I have double checked all the injectors and the plug wires and they are on correct. I am wondering if the rockers have been adjusted too tight would it cause this type of condition? When I got the engine back from the machine shop the valve covers where on it and they had done the rocker adjustment.

It feels like the motor has a lot of compression when I am trying to start it but the static compression on the motor is only 10.67 and the dynamic is only 8.44 so I don't think my compression is too high. Even with the battery pack hooked up it was hard to get the motor to turn over. Once you let off on the gas it just immediatley shut off.

Any help is appreciated.

it does sound like the rockers are out of adjustment. i would check them by setting them cold at no more than a half turn from zero.
