I have heard this by looking at other people's discussions here, and talking to a few guys i know. i didnt even think about it, but i guess it would make sense. 383 is smaller, so it can go quicker. thats why a 327 can make 450hp at the top but has little torque. thats the way it was explained to me. and most people who have put in their .02 have told me that 383 is the way to go. about the only exceptions are the 396 guys. SkarodoM is the only one to tell me 355 so far.
It depends entirely on what you are trying to do with the car. If you're trying to make max power where the cylinder head is going to restrict you more than anything, I personally wouldn't build a stroker. I don't care about tq/hp at 2500rpm.. or 3500 really, because if I'm racing, I'm not losing enough rpm between shifts for that to matter. You have at least 7k to play with taking into consideration stock PCM limitations and the fact that most guys run hydraulics, so why not use it. ;)
Still, it just depends. Most people like how strokers feel i guess, torquey. I like how my R6 feels with it's 8000-15,500rpm powerband.. fast :D

Without a real goal, there is no sense in discussing it.
A 350 with the right parts should be good for 425-450 rwhp before 7k.
Granted, you can make the same power with a 383/396 but Phil is correct... you will need enough cylinder head to get there.
As far as comparing the 383 to the 396. A comparison of output between the two is miniscule at best. All things equal, your butt-meter would never know the difference between the two. I'd just build the 383 and get on with other things.
