What would you pay for 99 Firehawk?

What would you pay for 99 Firehawk?

I found a 99 Firehawk for sale. It is number 17 out of 719. The car is in decent shape. It needs new carpet (I'm picky), detailed, new steering wheel, shift ****, e-brake handle, windshield, daytime light lens, and may need the grills on the hood may need repainted. Other than those issues it is a good car, has decent paint that could be shined up really nice, no tears in leather, may have been smoked in, but it doesn't really smell that way. It has 60000 miles, is black on tan 6 speed. It is only the Firehawk package, it doesn't have the optional auburn rear, bilstein sus, or chrome wheels. They are asking 16,900. What do you guys think?

Where I live, I wouldn't pay more then $16k for it which is what you will probably get him down to.

What would be the average going price for a Firehawk? From what I have seen it is anywhere between 18,000-23,000.
